Tax on Shipping Presentation in Orders

In the Commerce Setup --> Select and Configure Tax Type and Rates --> Compute taxes on taxable products and: we have the shipping option checked.

Only ZIP codes for Vermont are taxable.

Here is how this presents in an order being shipped to Australia.

Why is the Taxable Amount $50.25 presenting? Should it be presenting? How to NOT have the tax presenting when it does NOT apply?

I don't see any tax on shipping when I put an item in the cart. I used the zip 84097 and Country United States and the same product that was in the cart data you provided.

If I switched the zip code to 05474 and left the country as US and then I see the taxable amount.

I switched the country to Australia and left the zip at 05474 and the tax line went away again.

Make sure that on the Commerce Setup > Tax > Tax by Zip screen that you have checked the box Apply Tax to selected countries and that you have selected just the United States and that you have checked the Zip Code Tax box on the United States line.
