Credit card declined with payment gateway

If a credit card is declined will an order be created in Shopsite or no?

If the card is declined, an order will not be entered into ShopSite. Only a
successful charge when using a payment gateway will result in an order being
created in ShopSite. You can usually view your transaction log in your
gateway's control panel to see declined transactions.
