I have just upgraded from ShopSite Starter 7 to ShopSite Manager and now
credit card information on new orders appears scrambled and
unreadable. It looks like for some reason that it is not unencrypting
the information on my side. Any help with this would be appreciated.

Who did the upgrading? This is an issue that they would need to address.
They should have made the new Manager license for your store the same in
every way as the Starter store (except the product type, Manager vs.
Starter, of course), any other differences may cause the problem you are
seeing.
