Is it possible to use the Purchase Order feature Commerce Setup > Payment Setup> Other Payments but only have it shown as an option to people I assign to a group as preapproved to use Purchase Orders?
Basically I want to control who sees the option.

This is not a feature of ShopSite, but it could be possible with custom JavaScript to remove that option from the pull-down unless the group in the Customer Registration cookie is that particular group. Unfortunately we don't have any sample Javascript for that. A developer should be able to help you with this, if needed.
Another option would be to use a mirror store (a second leased or purchased store that offers duplicate products as the current store) in a password protected directory, and only give the password to those you wish to allow Purchase Orders Options.
