shipping fees by percentage

Using Shopsite 5 Is there a way of having shipping figured on a percentage
basis. The terms we want for shipping are: 10% of order with a minimum
shipping fee of $7.50. Any order over $250 has no shipping fee.
I can't find the answer in Shopsite but thought someone may have done this.

The Base Shipping method is the closest to this, you can have a minimum
shipping charge for each shipping option (eg, Ground, Next Day, etc) and the
product will have it's own fields for each chosen shipping option, so in the
product you can set up the shipping price for the as 10% of the product price.

But this doesn't allow you to have a max over which you do not charge shipping.
The only method which would allow you to do this is Shipping by Currency. In
Shipping by Currency, however, you won't get an exact 10% of the order as the
shipping price, because each shipping price is for a RANGE of order prices.
