If you are using UPS or FedEx, all weights are considered to be in pounds (unless you are using a locale other than en-US, en-CX, and en-JA, in which case the unit of measure for weight is kilograms). To specify a weight in fractions of a pound, use decimal numbers. So for a product that is 1 pound 8 ounces, the weight you would assign is 1.5.
If you are using ShopSite's Shipping by Weight tables and not UPS or FedEx, then the unit of measure is arbitrary as long as it is the same across all products. So if you choose to go by ounces instead of pounds, for a product that is 1 pound 8 ounces you could enter a weight of 24, then in the shipping by weight tables set up your weight ranges based on ounces rather than pounds.
Note that the weight field will still not accept anything other than a whole or decimal number, never a symbol, text, or separate numbers.
