No, but you can have it calculated by Zip (if you have ShopSite Manager or Pro, or even in Starter if you have v8.1). When you turn this feature on, it adds a zip code field to the initial shopping cart screen so that the shopper enters their zip there and the tax is calculated before they get to the checkout screen.
