No Shipping Information for Download Products

No, you can't have the shipping address removed just for that circumstance, but if you have Pro you can turn off the separate shipping address altogether (so if you have ship-able products you will only be shipping to the billing address) in Commerce Setup -> Order System -> Checkout.
Note that a Digital Download product could need shipping info, too, for example the shopper can download the file after the order, then the merchant can mail them a CD of the file later, or hard copies of software manuals, paperwork regarding the file downloaded, etc.
