If I have products that I want to offer buy 10 and pay for 9 would that be
done thru setting up different reward categories for each product I wanted

Yes that is what reward categories are for. If doesn't matter which 9
products they purchase to get the 10th then you could have one category
and one reward. If they have to be 9 of a certain product to get the
10th of that product, then you would need to have 1 category and 1
reward for each particular product.

Does a customer have to register in order to use rewards? I enable it and
get an error when I hit recalculate. I can't seem to find how to tell it
what the reward is...

Registration is not required for rewards to function. If you do not
require registration the shopper will need to purchase all items in a
single order for the reward to apply. If you do have registration
enabled you can have the reward apply based on the total number of
products purchased over multiple orders.
The reward will be whatever item (lowest priced one I believe) is added
to the cart that belongs in the reward category. Once a reward product
is added to the cart it will be marked as the reward product and the
price will be set to 0.00.
