Requests for Quotes

I have a customer who wants to accept requests for quotes via ShopSite along
with accepting orders. Any ideas on how to implement? Please advise...

What if you set up a Generic Payment Option and titled it Request For Quote.
That would enable clients to place items in the shopping cart and select a
payment method of Request For Quote. If the items needed are not listed on
the site just a add a Request For Quote page linked from the customer
service page.
