UPS message: measurement system is not valid for the selecte

Shopsite 8, configured to use UPS shipping
UPS User Information has country set to - Hong Kong

The web site ships the products from Hong Kong to USA.

When adding product to cart, this message is displayed:
"UPS Message: This measurement system is not valid for the selected country"

Any idea what this means?
In Shopsite Store Manager, went to Commerce Setup, then Shipping, and there
is an option for " Unit of Measure: " tried both Inches and Centimeters and
error above still occurs.

That option determines the unit of measure for shipping dimensions, I
believe this error message is referring to weight. What are the Locales
you have configured in Preferences -> Hosting Service? The locales
selected controls whether the unit of measure for weight is pounds or
kilograms. Only en-US, en-CX, and en-JA use pounds, all others are
kilograms.

I do not see the setting you are referring to. In Preferences -> Hosting
Service there are no settings referring to locale or weight measurement.

Just dug a bit deeper... found this file which seems to have the setting
you're referring to. I see "lbs" when it should be kilos. Can this be
modified through the shopsite store manager? If not I can send a support
request through hosting provider.

to clarify... in Preferences -> Locale these are the current settings

Merchant Language (ShopSite screens) = English, United States (en-US)
Customer Language (store pages) = English, United States (en-US)
Currency (primary) = US Dollar: $1,450.00
Currency (alternate) (for display only) = -none-
Exchange rate: alternate = primary * 1.0

what should be changed here?

all others are kilograms."

It is not a visible part of the locale (although you can see it if you
view the source of the Preferences -> Locale settings page), but it is
definitely tied to the locale setting.

Try en-GB. Its weight units are kilograms.
