Problem with Sale Tax computing.

I designed a web page for our client. Recently I found an error in tax
computed at the checkout page. The owner wants tax to be figured on the
merchandise plus freight. I placed a check in the check box and
selected products + shipping. Also, all products are checked to be
computed. However, the tax is only being figured on the merchandise and
not the merchandise plus freight. I can't seem solve the problem. Any
suggestions?
