Orders can't be deleted

I have an order that won't delete and the new order button keeps refreshing
giving me the same order over and over again.

I can only think of 2 things, either the permissions on some files in
the data directory are messed up (on Windows, the store user should have
full permissions on everything in the ShopSite data directory and all
files and subdirectories) or perhaps you have a download.gdb file in the
data directory that was created when your store was on a different
server, if you do then just delete the download.gdb file and see if that
helps.
