Shipping Flat plus UPS

It might be lack of sleep, or maybe even reading all about the shipping
system without a break, but I cant seem to find the way to activate a flat
rate plus UPS in the shipping of ShopSite Pro 7.1.2.

I am looking to activate a flat rate of $4.90 for all orders up to 10
pounds, then I would like the UPS auto rate by address to kick in for orders
above 10 pounds.

Is this possible?

No, this is not possible. You can have the Flat Shipping turned on at
the same time as the UPS shipping rates, however shipping options from
both methods will display in the cart at the same time, there is no
feature to switch from one to the other at a certain threshhold.
