Background image Shopsite 7.1 Professonal

I've never been able to make this work. I want to tile a background
image on a page. I go to Edit Page Layout, select my background
graphic, save the changes, publish. No background image.

Do it again. Hit publish-regenerate. Still no background image.

Apparently I have not received the proper incantation to do this.

If anyone could help, I'd appreciate it.

What page template are you using? Some of the templates may not allow
for a background image.
