Coupons do not apply consistently to gift certificates

I have run in to the problem of coupons not working properly when a customer
is purchasing a gift certificate. It works fine if a hard product is
purchased along with a gift certificate. If I run a test buying only a gift
certificate it seems to work on the first test then the next test it does
not. The coupon is set for more than one use.

Coupons cannot be applied to the purchase of a gift certificate. They
may apply to other items in the cart but not to the gift certificate
price itself.
