As I understand it, the text BEFORE the ; is the option text. The text
AFTER the
semicolon is its value. If there is no semicolon, then the value defaults
to the
option text. Perhaps you could try leaving the semicolon in and putting a
blank
space after it.

not required, so just try removing the ;FOREIGN from the end of that
option (in Commerce Setup -> State and Country).
No, the state pull-down cannot be circumvented depending on country
selected, I would imagine that this is why the "Outside US and Canada"
option was added by someone in the first place.
