BG image not accepted for secure pages in shopping cart

I use order anywhere to link my shopping cart to a large site. I am using
the same background image for my shopping cart that I am using for the rest
of the site. The image is specified in Commerce Set up/Order System/Layout
Info. The background shows correctly on the first shopping cart screen but
does not show for the following shipping and check out pages. It seems that
layout attributes are defaulting to the Background color setting instead of
the Background Image. Changing the Background Color setting will update the
Background correctly but I am unable to use my Background Image.
Is this a bug or what?

If you are specifying the full URL to your cart background image, then
make sure that it is the correct https:// URL because the checkout and
thankyou screens are secure. A secure background image on all of the
shopping cart screens should not cause any problems.

If you are just using the image pull-down to select the background
image, then you should check in Preferences -> Hosting Service to see if
the "Store Images secure URL" setting is correct, it should be the
secure URL equivalent to reach your media directory where the images in
the pull-down are located.

This setting is new in v7 specifically so that you can use the pull-down
menu's to select a background image from the media directory (previously
for a secure URL you HAD to enter the full https URL to the image), and
ShopSite can know both the secure and non-secure URL to that image for
the secure and non-secure shopping cart screens. By default on an
upgrade, this setting will just be blank or have your secure shopping
cart URL in it, which is generally not the correct setting, so you have
to configure it. If you do not know what the secure URL to your media
directory is, contact your hosting provider.
