Multiple Page Generation

With this option for extremely populated pages, is there a way to
configure where the navigation list at the top and bottom of the screen
is place? Also is there a way to control the hyperlink and font to this
navigation list?

With a custom page template you can place the navigation links wherever
you want and set the fonts however you want. There is not a backoffice
option/setting to determine where on the default templates/themes the
links should be located.
