Are these AOL customers by any chance? I had the same issue but upon
investigation the customers not receiving emails were using AOL's new Spam
filtering. The filter requires the user to add you to their authorized
list.
The email is bounced before it gets to them and additionally AOL's mail
server hang on to the bounce for up to 5 days.
