Custom Programming and ShopSite Manager?

I am brand new at this, hoping ShopSite will work for my website. When
I first talked to the Sales/Customer Service people at Cruzio in Santa
Cruz, they said that ShopSite Starter would work for the things I wanted
(custom programming for an Affiliate program, credit card processing,
etc.). So I signed up for it and started designing my pages in
ShopSite. Then, when I called a programmer they recommended to do the
custom work, that person had no experience with custom programming and
did not know if the Starter would work with it.

Looking into the features of the various versions, obviously the Starter
is not for us as it does not allow custom programming. My question is
whether Shopsite Manger can do this. I see that the Pro version does.

The main "custom" thing I need is for it to be modifiable so that when a
customer hits the "Order" button to send a completed order in, an html
record is created that passes on the customer #, affiliate ID, amount,
email address, etc. to another system for Affiliate processing.

Can someone tell me if this can be done with ShopSite Manager? I guess
we would want to be able to manage the email reply, etc. that the
customer receives, but I assume this is obvious stuff.

The Order API functionality that you would require to implement a third
party Affiliate program is only available in ShopSite PRO, not manager
or starter.
