Is it possible to add a Javascript that would re-direct a customer to a
brief survey page if they try to leave our website from the shopping
cart page without placing an order? I think I can figure out the
Javascript to do this, but where would I place it in the Shopsite cart
page for it to work correctly?

You can put HTML or JavaScript in any label in the cart. So if you know
what code you want to use just add it in Commerce Setup -> Order System then
use a field such as "Text at the top of the Shopping Cart screen"
