Minimum shipping charge w/UPS

We are currently using Shopsite Manager 6.0.3 and using UPS shipping. We
ship products with widely varying weights to different addresses across the
country and nearby. We would like to implement a minimum shipping charge
(e.g. shipping charge is UPS calculated OR our minimum - whichever is
greater). So far the best solution I've found is a minimum UPS order weight.
When this is set to generate the charge we want for nearby orders, it
creates a pretty high charge for orders going cross-country.
Anyone have any other ideas on how we could implement this?

From what I've seen so far you're pretty much stuck with either plain UPS
shipping or the min order weight. Unless you went with weight based
shipping then you could set it up very nicely.
