Using the Element Template
Regarding Inventory Tracking
Is there a way to display "In Stock" only when the Product Quantity on Hand is > 0 and Out of Stock Limit is > 0
and display "Special Order" (or something else) when the Product Quantity on Hand = 0 and Out of Stock Limit is > 0 ?

This should certainly be possible with a modification to the Product template using IF statements.

What exactly are you trying to accomplish?
