Page header/footer not working

I can't get "Page Header and Footer" (in Preferences/Layout Settings) to work. Nothing I enter here shows up after publishing.
I'm using the 'Trend' theme. Note this is not the Order System/Shopping Cart "Text at the top of shopping cart" field - that works fine. I want text at the top of the screen above the navigation menu.

I'm using ShopSite Manager version 12.

Apparently, page header and footer do not apply to shopping cart pages for security reasons.

So as a workaround I put the text into a png file and uploaded that as the "header image" and this works well enough.
