Restrict shipping by State

We need to limit our shopping cart to not ship to a specific state.
I don't see a specific option for this other than removing that state from the dropdown menu under - States and Countries commerce page
Would this not let the order be processed when the zip code does not match the state? Or is there a better way?

We have decide to not implement this restriction at this time. So no need to resolve.
