Free shipping issues

Running ShopSite® Pro 14.0 r3.5 hosted by Lexiconn (great hosting company, I moved from another to them and have been nothing but satisfied).

My customers, over the course of years, have been complaining that they do not always get the free shipping option. This is an intermittent problem, so very hard to diagnose. (i used to write code for a living and remember well the steps: that doesn't happen on my machine, oh weird why is that happening, there it is, how did that ever work)

I have found it is LESS problematic when I make sure that the order of the shipping options is cheapest to most expensive. (Commerce > Shipping > Ascending by Cost), that thus has been the setting for a while.

I can reliably replicate part of it, and will share that now with hopes it might help someone get to the "oh weird why is that happening" stage for the more intermittent issues.

Free shipping is set at $50 (Commerce > Shipping > Free Shipping > Use SubTotal Total) and when that happens the free shipping option is FIRST in the shipping options menu (ascending by cost).

Using Mozilla and let's just use real products/steps vs. generic:

Using the cross sell add the Piquillos

Free shipping is chosen. GREAT
Remove mushroom spread
Standard shipping is chosen. Great.
Add Truffle Butter from the cross sell.
Subtotal is $74.68 but free shipping is NOT CHOSEN

Happens in Chrome too.

The customer does not see the free shipping radio button has appeared, so doesn't manually choose it. I tried making that BRIGHT RED and large font so the customer would see it easily but Lexiconn felt that altering that text was a possible source of the problem. In either case it should still default to it.

standard shipping, not free shipping, is chosen. The free shipping radio button does exist though. Same problem, customers don't see it.

The Free Shipping option is only automatically selected for the shopper once, when they initially qualify for it. If they un-qualify, then re-qualify, it is not automatically selected. This is how it has always worked.

just because "this is how it has always worked" doesn't mean it cannot be changed.

It used to be that you had to go back to the shopping cart if you changed the ship to zip code during checkout, but that also got fixed.
