Download missing check/uncheck status on some items

Hello,

I wanted to make a master list of inactive products. I downloaded the products database with NAME and DISABLED fields.
1,086 Products
588 show CHECKED or UNCHECK
The rest are BLANK in the DISABLED field

What would cause this? A manual spot check it appears the items w/o status are active.
I just want to be sure I've got complete list of disabled.

Blank is the same as unchecked.
