The feature you requested would require an API with a 3rd-party SMS gateway service (a regular web app can't interface directly to the phone's SMS system), and they aren't free. Twilio, Mexmo, and Plivo are some examples.
It would be possible for a custom programmer to develop an interface with one of these services via the Order API in ShopSite Pro. As far as giving the shopper the choice, they could use use a custom checkout field to allow the shopper to indicate if they 'also' wanted to receive a text, but there is no way for the shopper to turn off the email version of the receipt.
Note: text messages are limited in length, so unless you want to bombard a shopper with a bunch of texts, a text message may not be the best format to provide a receipt in, because it will provide VERY limited information.
