How to Find Out Credit Card Issuing Bank

Somewhere on the Web, there is a database that allows one to fill in a
portion of the numbers of a credit card (the first several numbers I
believe), do a search and get results that show the bank that issued the
card.

I've lost the Web address and would appreciate any help.
