Handling Charges Only Applied to Some Shipping

I have two shipping scenarios. One is free local pick up which I have added under the shopsite shipping calculations to 0. The second is for shipping via USPS using real time rate calculations. My problem is that I have an extra $6.95 in shipping material to add to the shipping price. If I add it to the handling charge, it also adds it to the free local pick up option so that it is no longer free. Is there anyway that I can get the extra price added to the USPS rate but not the local pick up?

I don't think there is a way that you can exclude the handling charge from just one shipping options. I tried a couple of different ways I thought might work but they didn't.

To work around this, I give my local customers a free shipping coupon code. I tell them that the site still asks them to choose a shipping method at checkout, but there are no charges.
