need extra download attempts

For a customer who has already purchased a download product and used up the number of attempts, per the global settings....
Is there a way to grant them additional download attempts without resetting the global value?

No, there isn't a way to increase the number of download attempts for a single download.

The easiest thing to do would be to send them a new download link, which would give them a few more tries.

There are two ways to send the download key.
1. Go to the Orders screen, select the order that they placed and click the Manage an Order (Or View order) button and use the Send Keys button.
2. Go to the Commerce Setup > Digital Downloads > select the download file they want and click the Send Keys and enter the email address of the person you want to send the downlink to.

They will have the number of download attempts that you have configured on Commerce Setup > Digital Downloads > Digital Download Configuration in the Retry Limit setting.
