If you are using a built-in ShopSite theme for your store, you can go to Commerce Setup > Customer Registration > Configure, and enable the customer registration feature. That will add the necessary links in your cart, and possibly also on your store pages (depending on the template you are using).
If you are not using a ShopSite built-in template (custom template or OrderAnywhere buttons), you can copy the customer registration links (JavaScript) by going to Commerce Setup > Customer Registration > Configure (its at the bottom of the page). You can paste that JavaScript directly in your custom template where you would like it to appear.
If you are using OrderAnywhere buttons, and your store is on the same domain, then you can use the JavaScript. If you are using OrderAnywhere buttons and your pages are not on the same domain, then you will want to use the "View/Edit Account" link within that JavaScript instead of the full JavaScript. The JavaScript checks the cookies to see if a customer is signed in or not, and displays the appropriate links. If the domains are different, there won't be any cookies for the customer registration, so a direct link would be better than the JavaScript.
