Handling charges are being kicked off

Hi,

I've setup an my cart to add extra handling charge $3 plus none.
It works fine when I add one item to the cart.
If I change the quantity to 2 and click recalculate, the extra charge is kicked off.
What do I need to do to maintain the charge?

Handing charge will only be added if there is a shipping charge.
Do you have your shipping set so that it is free if the order total is greater than what the cost of the two products you added to the cart is? If so there would be no shipping charge and thus not handling charge would be added.

Nevermind.
I figured out what the problem was.
It was being kicked off because my cart was above the turn off handling setting.
