minimum quantities

Is there any way of fixing a minimum quantity on a product by product basis?
For instance, I would not want customers to be able to buy less than 12 of
product A etc?

Also, is tiered pricing available?

Product A

12-24 $3
25-72 $2.50

on a product by product basis?

100A - 5 to 10 $5.55 each

100B - 11 to 25 $.4.55 each
