when I start to develop an add-on should I buy the source code？

What I want to do is create a new payment method for cusumer using in check-out. like PayPal.
In the mean time, If i need buy, please share more details (cost, term.. ect.)
If any document for developing add-on available, please share, Thanks!

There is no interface to develop a payment method for ShopSite. The source code is not available for purchase.
