I can't find an answer to this in the knowledge base.

Can I create custom templates with links to external
style sheets? And, if so, where would I upload the
stylesheet?

Yes, you can refer to external stylesheets (.css files) and external
JavaScript functions (.js files) and anything else that you can do in a
regular HTML page, since that is exactly what the end result of the
custom template is goint to be, an HTML page.

You can upload the stylesheet file via FTP like you would any other .css
file, or you can upload it into your media directory with the images
that you upload via the Images area of ShopSite using the Upload Image
function (you can upload any type of file through there, really, not
just images).
