Different Shipping For Groups? Retail Flat, Wholesale Higher

Can shopsite configure different Shipping Among Groups? For example, Retail Flat $5, Wholesale Large Order Flat $10.

Already have a discount coupon that deducts the $5 shipping if net order exceeds $500 (found I had to do math to apply coupon only to $844 gross order to make that work) Already have one flat for USA and a higher rate for Intl that customer is on 'honor system' to properly select in cart as we do not have weight of each item to activate actual shipping costs. Already tried to enter a negative coupon. Don't want to artificially raise shipping for all and just give retail a discount coupon in cart because customers will just think we doubled the shipping and go shop elsewhere!

Have you tried the Shipping by currency option? Set a $5.00 price for order up to ###.## and a $10.00 for orders that exceed that amount.

The only other option would be to create a custom shipping module that would allow you to set up shipping however you would like.
