I'm having the same problem. When enabling the UPS shipment option it blocked all our customers from shipping to military APO addresses by the US Postal Service (USPS).
For example, we have a customer trying to ship to an APO address with a 96204 zip code. The USPS knows how to handle this address but UPS does not deliver to APOs so it kicks back an error message saying, "UPS Shipping: The requested service is unavailable between the selected locations.
Please check if the Zip/Postal Code has been entered incorrectly."
The dialog box will drop the UPS options and leave only our Priority Mail option. This is fine except that the UPS error message prevents the customer from moving to checkout with USPS shipping. The end result is we lose the order because they have no way to ship to their address.
The dialog box seems to be working fine but the error message should be ignored when you still have a valid USPS mail shipping option.
I suspect the issue is the same with FPO & DPO addresses as well.
