Extra Handling Charge

I have 2 types of products let call them category A and B. If you order category A I don't want anything special to happen. If you order from category B I would like a $3 shipping charge to be added to the shipping cost. I played with the Extra Handling Charge option but each time an additional item is added the cart adds $3 each time, I just want 1 $3 one time regardless if the customer orders 1 or 100 from category B.

I don't want to use surcharges because I don't want the $3 charge added to all items.

What you should be able to do is specify the extra handling charge of $3 for each category B product. Then, under Commerce Setup > Shipping > Handling Charges, set the maximum handling charge for $3.
