UPS Shipping/Minimum Cost

Is there any way to force a minimum shipping cost when using the UPS
shipping option? ie. We want an actual price calculated for all the
shipping, but if the charge was less than $7.50 for 3 day service it
would round up?

I know we can force a minimum shipment weight....can we force a minimum
PRICE per method?
