I need to know how to change the shipping text in my shopping cart from Parcel Post to Fedex Smartpost 10-14 days
I have searched through the global language setting but can't seem to find parcel post anywhere

If it is a ShopSite shipping option, you would change the text by going to Preferences > Store Text > Shipping. If it is a real-time rate from UPS, USPS or FedEx, there is no way to change the text; the text is provided from the shipping provider.
