That is all stuff on the server, possibly your host might help you with for free or for a slight charge. Do you have an FTP client (like FileZilla -- free for PC -- or Transmit -- for mac)? If you have an FTP client and the FTP login to your website, this may be something that you can setup yourself. If you do not have an FTP client, you'll want to download one, and if you don't have the FTP login to your website (direct access to the server), then you will want to contact your hosting provider and have them setup the FTP access for your store.
After logging into your store through FTP, you can go through the directories (file structure) probably through a pathway that ends with /www. Once you are in the folder called "www" create a new folder (right click, new folder or new directory) and name it "review" then upload the files in the ZIP folder (not the zip folder, but the contents in the folder).
When it says "CHMOD" it just means change mode, specifically, change the permissions on a file or folder. If you are on a PC, then you can right click the files/folders that the instructions say (after uploading all files/folders on the server) and I think you click on "options" to get to an area where you can change the permissions. I use transmit for a mac, on a mac you would right click (or two finger click) and choose "get info." You might be able to specify the permission number, 666 or 777, or you might have to select from checkboxes which are lined up like the following. The first configuration below is for 666, and the second is for 777.

Lazt, you would go to the URL that they specify and follow the prompts.
