FedEx XML Error

I am trying to set up my Shopsite cart (10 sp2 r2) to use FedEx shipping. I am using the wizard to configure the FedEx account, but keep getting the following error after entering my account info, filling in all required fields, and clicking the "Proceed" button:

FedEx XML reply is missing required information.

I have found absolutely nothing to shed light on the cause of the error or how to fix it. Any help would be greatly appreciated!

Have you ever had fedex configured and working on the store?

Is this a brand new store or one that has been around for a while and you are just now setting up Fedex.

Was the store upgraded from a previous version of ShopSite?

No.
Is this a brand new store or one that has been around for a while and you are just now setting up Fedex.
The store is brand new. The site itself has been online for a couple of years, but was just using the simple PayPal shopping cart. I converted it to ShopSite specifically because I wanted the ability to calculate shipping rates based on customer Zip codes. I have everything in the cart working except the one thing I really need.

No. It is a fresh installed performed through the GoDaddy Applications Control Panel.

Do you have an actual FedEx account? If so have you entered the exact same name, address, zip, phone number etc in ShopSite as you used when you created your FedEx account? Check those things and try it again. I saw a case where a merchant was located in Puerto Rico and created their FedEx account with an address there but had entered their Florida address in the ShopSite settings screen. Once they got the addresses in sync they were able to complete the registration.
