When is a good time to create a "SiteMap"

We are starting to consider creating a "SiteMap" for our site. The site is still under development so should we wait intill it is complete before we do the "SiteMap" or can we do this as we go along in developing the site?

We don't know if/how this affects our SEO ranking later once the site is up and running.

I would wait until your site is live before creating your site map. If you site isn't ready for shoppers to come to it then there is no point in having search engines index pages that may change.
