Order billing error on PayPal international payment

A Swiss-based client is using PayPal and the payment API has been set up and is in testing. US-based payments bill correctly via the ShopSite 'Bill Orders' button, but non-US based payments do not.

When in the Order page the order is selected and 'Bill Orders' button clicked, it returns a screen with no order info - only the headers for the page (Order, Name Company, Amount, Status) are visible bit there is no order info below those headers, and the account will not bill, although it shows up correctly as a pending order in the View Orders screen.

What's going on?

Which PayPal integration are you using? PayPal Standard (available to many countries)? PayPal Express (available to many countries)? PayPal Website Payments Pro (only available to US and Canada) or PayPal PayFlow Pro (I am not sure where this works, but I was under the impression it was only to US merchants)?

PayPal Express is what's configured under 'Payment Services' on the Payment Setup page, under Credit Card Processing I've got PayPal Websites Payments Pro, although on trying to configure that it just directs back to the PayPal Express setup window.

Is it possible to have PayPal Express selected and configured under Payment Services, and nothing under Credit Card Processing? ALl payments should go through PayPal - there is no separate credit card processing desired or required. If not, what box do I tick under Credit Card Processing as it doesn;t seem to allow for no selection.

PayPal Website Payments Pro and PayPal Express are different but they do work in conjunction with each other. PayPal Website Payments Pro works the same as other gateways. The customer can select to pay with a credit card on your website, then they will go through the checkout process on your website (never going to the PayPal website). The customer will not even know that their credit card is being charged by PayPal. With PayPal Website Payments Pro, you, as the merchant, would have additional monthly charges, but lower per transaction charges. PayPal Express, on the other hand, will take the customer to the PayPal website to complete the checkout process. This does not have additional monthly fees. I also believe that with PayPal Express Checkout, customers do not have the option to pay with a credit card, they can only pay with their PayPal account.

If you are using PayPal Website Payments Pro, PayPal Express will be turned on by default. But you can use PayPal Express without using PayPal Website Payments Pro. If you would only like to use PayPal Express Checkout, then in the list of processors select "Manual" and uncheck all credit card options on this screen. If you continue using PayPal Website Payments Pro, your merchant account (company bank account) needs to be US or Canada based, but I believe that you can accept international payments. I would check that your settings within your PayPal Website Payments Pro account allow for this. Also, I would check that your existing international orders that are listed in ShopSite, have gone through your PayPal account. Check in your PayPal account to see if those international orders are "completed" or not.

In summary (this is all my understanding, it might not be 100% accurate):

PayPal Standard
- Goes to PayPal to complete checkout
- International Accounts
- Accepts Credit Cards
- No Monthly Fee
- Per Transaction Credit Card Fees

PayPal Express
- Goes to PayPal to complete checkout
- International Accounts
- Does not Accept Credit Cards
- No Monthly Fee

PayPal Website Payments Pro
- Stays on your site for Checkout
- US and Canadian Accounts Only
- Accepts Credit Cards
- Automatically Turns On PayPal Express
- Monthly Fees
- Low Per Transaction Fees

PayPal PayFlow Pro
- Stays on your site for Checkout
- US (possibly Canadian) Accounts Only
- Accepts Credit Cards
- Monthly Fees
- Low Per Transaction Fees

Since your client it Swiss based, they would not be able to use PayPal Website Payments Pro (and I don't believe that they can use PayPal PayFlow Pro), but they would be able to use PayPal Standard or PayPal Express.

I've changed 'Credit Card Processor' to manual - and now do not have the ability to bill from within ShopSite, as expected. So all transactions are now authorized, but must be manually billed through PayPal's interface?

Under 'Order Payment Action' in the PayPal Express settings, is it better therefore to select 'Authorization' or 'Sale' if Sale results in immediate billing?

Yes, you will need to login to your PayPal account to complete the sale of the orders.

Now that your processor is set to manual, you will want to make sure that you uncheck the credit card options on that screen. If credit cards are selected there, they will not go through PayPal Express.

For the "Order Payment Action," that setting is only used if you are using PayPal Website Payments Pro. Now that you are not, all PayPal Express payments will be authorized and captured all when the order is placed.
