Loren; The State/Province list in our back office has "None;n" (without the
quotations) in the first position. I just tried to place an order and
selected Australia as the country. When I clicked on [Submit Order] I get a
message that says "Please select a state or province."
We had a customer call from the UK this morning that tried to place his
order online and experienced the same thing.
Putting ;n after None came up because someone reported that some
USA/Canadian customers left the None in for state/province. We also had
customers who did the same thing.
How can I setup the State/Province list that requires a USA or Canada
customer to enter their state or province and allow international customers
(with no state or province) to place orders.

You can have two choices at the top like this:
Select One;n
None (or No State, or Outside U.S., etc)
So the None option will be a valid choice, yet the default will be
Select One which will force people to at least make a selection.
