Customer Could not Process Order

We use ShopSite SC Pro 6.1.1. I received the following from a customer in
Australia:

"I have tried to order MP3 format audiobooks on line , but I cannot get past
the address page as it keeps asking me to enter a state, but you only have
US states in there and when I try to leave it as "NONE", the page is not
processing.

Fortunately the customer didn't go away and emailed their order. I recall
some posts about a week ago regarding customers leaving the 'none' choice in
the state drop-down box. The recommendation (which I implemented in the
State/Province list) was to insert ';n' after 'none' which would remove
'none' as a choice and show the customer an error message.

Could this be causing the problem our customer (above) experienced?

If yes, what is the fix?

You can have two choices at the top like this:

Select One;n
None (or No State, or Outside U.S., etc)

So the None option will be a valid choice, yet the default will be
Select One which will force people to at least make a selection.

Loren; The State/Province list in our back office has "None;n" (without the
quotations) in the first position. I just tried to place an order and
selected Australia as the country. When I clicked on [Submit Order] I get a
message that says "Please select a state or province."

We had a customer call from the UK this morning that tried to place his
order online and experienced the same thing.

Putting ;n after None came up because someone reported that some
USA/Canadian customers left the None in for state/province. We also had
customers who did the same thing.

How can I setup the State/Province list that requires a USA or Canada
customer to enter their state or province and allow international customers
(with no state or province) to place orders.

Here's what our host (www.lexiconn.com) says to do:
Go to "Commerce Setup" -> "State and Country" and put this in the

top of the state/province list dropdown box:

Select One;n

Outside US and Canada;FOREIGN

and then save the changes.

I implemented these changes and was able to complete an order for Australia.
