How can I make the Business Name field not required in the PAYMENT section of the checkout... not the BILL TO... but the PAYMENT section?

It is not a required field.
Are you asking how to get rid of the field? If that is the case, then it is not possible (although you can change the field's text label in Preferences -> Store Text -> Checkout).
