I have a customer in France who has a postal code that matches a code in Utah, where we are based. Therefore Shopsite is
charging him sales tax for Utah base on the zip code, but not the country.
Is this a bug?

What version of ShopSite do you have? This could have happened in older versions but should not happen in ShopSite 10 sp1 or sp2.

Actually, it could still happen in current versions of ShopSite if you haven't configured the tax by zip function correctly. Go to Commerce Setup -> State and Country and make sure that the only country that has a check in the 'Zip Code Tax' checkbox is United States, then go to Commerce Setup -> Tax -> Configure and make sure you have the 'Apply tax to selected countries' option checked.
